Allen A. Clark, 82, Evansville, formerly of Vincennes, passed onto his Heavenly home with family at his side on Thursday, April 4, 2019 at his residence.He was born on October 24, 1936 in Vincennes, Indiana to Arthur and Gertrude (Craddock) Clark.Allen graduated from Vincennes Lincoln High School and served four years in the United States Air Force before returning to Vincennes to attend Vincennes University. He graduated from Vincennes University and Indiana State University with a B.S. degree in Criminology and a master's degree in public administration, and was also a graduate from the FBI Academy.He served his community as a police officer from 1962-1970, chief of the Vincennes Police Department from 1970-1974. He was an Instructor of Law Enforcement at Vincennes University from 1974-1976. He also served Vincennes as Mayor from 1976 -1980. During his tenure, Vincennes received the All-America City Award. He returned to Vincennes University as Director of Police and Safety for 10 years. Then, he went to the Law Enforcement program to teach Criminology and retired as a Professor after 10 years in 2000. During this time, he received the "Who's who of America's Teachers" award. After he retired from Vincennes University, he accepted the position as the Executive Director of the Vincennes Housing Authority, where he worked for 10 years and retired in 2009. In 2010, he was appointed by Governor Mitch Daniels as a member of the Indiana Public Employees' Retirement Fund Board of Trustees and the Indiana Teachers' Retirement Fund Board of Trustees. He served the city as a public servant for 47 years and was the 2009 Spirit of '76 award winner.Surviving are his wife, Sondra (Strain) Clark, whom he married on June 12, 1960; his sons, Allen A. Clark Jr. and his wife Zaida of Evansville, and Shawn Clark and his wife Brandie of Evansville; a sister Judy Phegley of Bloomington; a sister in law Elsie Clark of Colorado Springs, CO; his four grandchildren, Tanner Clark, Shawna Clark, Mia Clark, and Allen Clark III; and several nieces and nephews, Mark Clark and his wife Laurie of Colorado Springs, CO, Beta Walker and her husband Dave of Jemison, Al; David Riggins and his wife Kimberly of Owensburg; Danny Riggins and his wife April of Fort Walton, Fl; Lisa Hearth and her husband Bobby of Bloomington.He was preceded in death by his parents; and his brothers, Arthur Clark Jr. and James Clark.Funeral services will be held at 1:30 pm Tuesday, April 9, 2019 at Goodwin Funeral Home with Dale Biehl officiating. Burial will follow in the Memorial Park Cemetery. Visitation will be from 4-8 pm Monday at the funeral home. Memorial contributions may be made to the Shriners Children's Hospital.
