Owen, 92, of Vincennes, passed away at 12:50 pm Monday March 23, 2015 at the New Willow Manor.She was born January 28, 1923 in Plainville, Indiana to Perry Wayne and Flossie (Alcorn) Isaac.Frances retired from Hill's Department store as the buyer for Ladies Sportswear.Surviving is a daughter, Connie Snyder of Vincennes; her sister, Marilyn Frazier of Elnora; and her brother, Raymond Isaac of Plainville.She was preceded in death by her husband, Harold Owen; and her parents.There will be no public services.
